The Failure of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are waged: optimistic declarations are issued from multiple capitals. Immense energy is allocated on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a capability enabled by current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles roared overhead – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes grim resignation: possibly the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in many homes as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on Western support – a dependence that European nations are clearly incapable to fill in the near term.

Unsuccessful Negotiations

The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unrealistic to force Russia to surrender the territory that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
